Summary:

The provision of affordable water supply and sanitation services to all population groups--rich and poor--in urban areas requires the use of a variety of technologies, supported by information and education activities. Experience has shown that beneficiaries, in particular those living in areas with few or none of the customary municipal services, need to understand the purpose, the cost and the operation of the proposed improvement if they are to enjoy the intended health and economic benefits. As a consequence, the user community must participate in the project preparation and technology selection process, and the designer must know and fully understand existing conditions and user attitudes. The planning of the sanitation component of the Jakarta Sewerage and Sanitation Project required such user participation and background information. Project authorities therefore developed a process of data collection, community consultation and statistical analysis which led to recommendations for user affordable and acceptable sanitation improvements. This process, including design of questionnaires, investigator training and computer analysis of data is described in this document in a form that will permit other project planners to utilize the process.
