Summary:

The Project Haven Program provided capital funds (interest-free and forgivable financing) to non-profit community sponsor groups and First Nations to create emergency shelters for women and their children who experienced family violence. This report presents an evaluation of the Program, focused primarily on non-Aboriginal shelters and communities. The overall evaluation included over a year of program monitoring, as well as surveys and qualitative research. The evaluation addressed three main areas: the service models adopted by the shelters to address family violence; community needs related to the provision of shelter and services for women and children experiencing family violence; and community impacts, including the effects of locating the shelter in a community. The appendix includes a chart showing some key comparisons between Aboriginal and no communities with regard to service models, community needs, and community impacts.
