"Tunnels, footbridges, escalators, urban cable cars, pathways -- passages of all kinds -- are essential links in the urban fabric and a source of urban character. Requiring little investment, they should be a natural part of any large development project, since they can repair the fractures wrought by transit infrastructures and 20th-Century zoning practices.
