Hidden for 30 years, the Reichstag graffiti were rediscovered by Norman Foster and his team when they began work on the building in 1995. It examines the often made but rarely challenged claim that Liverpool is ‘the most significant UK centre for art outside London’, and looks at the key institutional players, such as the Bluecoat and the Walker Art Gallery as well as all those that post-date Willett, including Tate Liverpool, Open Eye, FACT (Foundation for Art and Creative Technology), and the Liverpool Biennial.
