In association with Jacques Simard. The consultants recommended certain changes to the operations of the port but that a preliminary study which identified problems pertinent to the area be undertaken before any development plan was adopted for the harbour. The Montréal Port Council were urged to play an active role in the rehabilitation by adopting and implementing an aggressive policy to further the harbour-city relationship. In particular, it recommended that the projected expressway along the harbour be stopped since it would destroy Old City area.
